This is a package of Fortran software in single and double precision, constructed in the 1980's by D.W. Lozier, J.M. Smith and F.W.J. Olver, to compute associated Legendre (or Ferrers) functions and normalized legendre polynomials. It contains a test program. The documentation is here, and the source file is here.

References to the original published papers are given in the documenatation file. The source file contains the test program and all subprograms necessary for compilation and execution.

The various subroutines were incorporated into the CMLIB and SLATEC libraries and cataloged in Class C9 ... Legendre Functions of the GAMS database. The SLATEC versions are recommended for current usage.
