For the definition and properties of Coulomb Wave Functions, see Abramowitz and
Stegun, Handbook of Mathematical Functions, NBS Applied Mathematics Series 55,
U. S. Government Printing Office, current edition. COULOMB contains a subrou-
tine, COULFG, for computing the regular Coulomb wave function F, the irregular
function G, and their derivatives dF/dx and dG/dx. These functions depend on
two parameters, eta and L in the notation of the Handbook. A single call to
COULFG computes the functions for fixed positive x, fixed real eta, and a range
of L-values in integer steps. Unlike the Handbook, COULFG does not restrict L 
to be a non-negative integer. Rather, L is a real number greater than -1. Only
very limited testing of COULFG has been performed at NIST.
